AH01797: client denied by server configuration

I have recently had a string of 524 error messages with the website being down for 5-10 minutes at a time. First it just spins and spins which is then followed by the 524 error screen. My hosting provider says nothing is wrong and Cloudflare (nameservers and IP routed through cloudflare) says check with hosting provider. Very helpful all around… Today I checked the error log in my cPanel and it showed this message: AH01797: client denied by server configuration: /home/nua61d1j4wsr/public_html/wp-content/uploads/code-execution.php I am now wondering if that might have something to do with it?
