Advanced Header for HTML Anchor

Hi, I need help with jump page/HTML anchor/Advanced Headers that are linked to the Talents sub-menu. Right now there is no way to build blocks inside/under the anchored headers nor there is a way to anchor my headers in Post and Page Builder. Is there any way that actually works in the current version? Only when I switched to WordPress editor was I able to see my Gutenberg blocks but the page looks ugly. Thanks and regards.
