The diagram needed to craft this armor can be found in the burned down hospital during the quest In the Claws of Madness, in the chest located behind the destroyable wall, as a random loot.
This armor does not exist on the PC Enhanced Version. All overpowered random drop weapons are removed in the PC version, making them only present in the unpatched Xbox 360 version.
