Before EE, it cost 1000 orens (i just got a message saying i'd lost 1000 orens every time), this time (on my EE run) there was no message that i lost 1000 orens, but i failed to check whether or not the cash left my inventory. Roger has been a very good source of information so i went with his take as his situation seems to confirm that the 1000 orens is no longer required, but that could still be wrong. As for being quest related, you can grab that townsman the minute you leave Triss' place in Act III (iirc!) so i don't think so. Game widow 19:53, 7 November 2008 (UTC)
I'm also playing with EE and got it for free coming right into the Act. The nobleman said, "I hope this settles my account with Leuvaarden," so it's possible there's a quest requirement that could be met in an earlier Act.

I can confirm that it is in no way related to any existing quests. I have also gotten the "debt clearing" message. I'm not sure if the change was due to something being fixed in the original version (i.e. they never really meant to charge you 1000 orens, that's just the default price (attribute) of the game asset), or enough people griped about losing that 1000 orens that the devs decided to remove it in EE. Either way, it changed, but it's no big deal and not related to any quests. Game widow 09:23, 6 April 2009 (UTC)
