Marcus was a merchant who can be found with The Mighty Numa, southeast of the tower near Loc Muinne's central square during Chapter III.
Although he sells some potions, the most interesting item in his shop is the anabolic steroids, which will aid you during the related quest Bring it on: Loc Muinne.
