Dragomir was a man that was hanged by the Nilfgaardian Empire for spying on them. He was accused while he was serving in the Nilfgaardian Army and was caught eavesdropping on the soldiers and reporting their plans to the Redanians. His corpse can be found right next to the location of the quest Man's Best Friend.
