The Blacksmith at the Arthach Palace Ruins will appear once Antoine Straggen's hanse base there has been cleared. He mostly sells runestones and crafting components.
Geralt can mention a guy named Straggen in a conversation with him (who happens to have been burned by druids, apparently).

- If some grandmaster witcher diagrams have been found (and there are some Feline ones nearby), it is possible to ask him about "some interesting diagrams", which he would say can only be deciphered by a grandmaster. However, the conditions to unlock this dialogue options are yet unclear. It may require that Lazare Lafargue hasn't been met yet, or at least that Master Master Master Master! hasn't been completed.
