I think something might be broken with the frame rate limiter. Whenever i set vsync to off (fullscreen of course) the framerate would get bizarre, almost as if the game was slowing down or dropping frames, even if riva tuner was showing consistently 60 fps. Then i set the frame rate limit to 60fps in Riva Tuner and it's fixed everything so if anyone's having this problem, this is the solution.
