I had "Microsoft Game Input Host Service" running, but disabling it didn't seem to fix anything. I don't see anything else that looks like it might be affecting it.
Except... I have installed the vJoy driver (driver which makes it possible to use the Gamecube adapter on PC). Could that be an issue?
EDIT: It was the issue. For anyone else having this issue, open the "Configure vJoy" program and uncheck "Enable vJoy".
