The quest with Hank will not trigger. No rat spawns, and hanks dialogue remains as just the original lines. Have tried multiple runs both with avoiding the diner entirely before the chapter and going into the diner earlier to see if that did anything, but it did not work.
Was wondering if anyone-else had this happen as well.
