OPEN CONSULTATION – Strengthening the European Repository Network📣 In January 2023, OpenAIRE AMKE, LIBER, #SPARCEurope, and #COAR unveiled a joint strategy to strengthen the European repository network. This aim is to further strengthen the open science landscape in Europe by reinforcing and enhancing repositories across Europe by emphasising their value, spreading best practices, and supporting the establishment of national networks. 📄 Crafting a vision for European repositories To that end, we are now preparing a position paper to outline our collective vision for the future of repositories in Europe. But we can't do it alone — we need YOUR insights and feedback to shape this vision. 💡 Last Friday, the EU AI Act finally got published, and yesterday, Ursula von der Leyen presented her political guidelines for the 2024-2029 term. 🤖 One of the elements identified in this strategy is that Europe needs to exploit the untapped potential of data to support the development of AI and other frontier technologies. In this context, von der Leyen wants to implement a European Data Union Strategy. 🔑 Earlier this year, KR21 put out its principles recommendation on AI. Our viewpoint is that the key to nurturing a research-friendly AI ecosystem includes acknowledging that limiting data access hinders the EU’s research and innovation leadership. 🖼️ As our image illustrates, greater access to information leads to better results. 🚨 𝗜𝗳 𝗘𝘂𝗿𝗼𝗽𝗲 𝗱𝗼𝗲𝘀𝗻'𝘁 𝗱𝗲𝗹𝗶𝘃𝗲𝗿 𝗼𝗻 𝘁𝗵𝗲 #RightToResearch, 𝗶𝘁 𝘂𝗻𝗱𝗲𝗿-𝗱𝗲𝗹𝗶𝘃𝗲𝗿𝘀! 🛟 Realising Europe's research potential is a question that should really matter across the political spectrum. 🗣️ KR21's Stephen Wyber emphasised that: “It's a question of competitiveness. Our research, Europe's research, is a strength, but we often talk about a type of 𝗶𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻 𝗽𝗮𝗿𝗮𝗱𝗼𝘅 𝘄𝗵𝗲𝗿𝗲 𝘁𝗵𝗶𝘀 𝘀𝘁𝗿𝗲𝗻𝗴𝘁𝗵 𝗼𝗻 𝘁𝗵𝗲 𝗯𝗮𝘀𝗶𝗰 𝘀𝗶𝗱𝗲 𝗱𝗼𝗲𝘀𝗻'𝘁 𝗻𝗲𝗰𝗲𝘀𝘀𝗮𝗿𝗶𝗹𝘆 transfer into new businesses, into new jobs, into new opportunities that 𝗵𝗲𝗹𝗽 𝘂𝘀 𝗸𝗲𝗲𝗽 𝗮𝗵𝗲𝗮𝗱 𝗼𝗳 𝗼𝘂𝗿 𝗰𝗼𝗺𝗽𝗲𝘁𝗶𝘁𝗼𝗿𝘀 𝗴𝗹𝗼𝗯𝗮𝗹𝗹𝘆. Establish structures at the College of Commissioner level to provide ongoing 𝘀𝘂𝗽𝗽𝗼𝗿𝘁 for 𝗱𝗶𝗴𝗶𝘁𝗮𝗹 𝗽𝘂𝗯𝗹𝗶𝗰 𝗿𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗮𝗻𝗱 𝗲𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗶𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲𝘀. 5. 𝗠𝗼𝗱𝗲𝗿𝗻𝗶𝘀𝗲 𝘁𝗵𝗲 𝗶𝗺𝗽𝗮𝗰𝘁 𝗮𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗽𝗿𝗼𝗰𝗲𝘀𝘀 to safeguard collaborative and high-performing research and education. 𝘉. 𝘍𝘢𝘤𝘪𝘭𝘪𝘵𝘢𝘵𝘦 𝘈𝘤𝘤𝘦𝘴𝘴 𝘵𝘰 𝘙𝘦𝘴𝘦𝘢𝘳𝘤𝘩 6. Make all publicly funded research immediately and openly accessible through a 𝘀𝗲𝗰𝗼𝗻𝗱𝗮𝗿𝘆 𝗽𝘂𝗯𝗹𝗶𝘀𝗵𝗶𝗻𝗴 𝗼𝗯𝗹𝗶𝗴𝗮𝘁𝗶𝗼𝗻 𝗶𝗻 𝗹𝗮𝘄, 𝗮𝗻𝗱 𝘀𝘂𝗽𝗽𝗼𝗿𝘁 𝗿𝗲𝘁𝗲𝗻𝘁𝗶𝗼𝗻 𝗼𝗳 𝗿𝗶𝗴𝗵𝘁𝘀 by researchers and institutions. 7. Investigate dysfunctions in knowledge and information markets, and then identify and roll out required 𝗿𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗮𝗻𝗱 𝗰𝗼𝗺𝗽𝗲𝘁𝗶𝘁𝗶𝗼𝗻 𝗶𝗻𝘁𝗲𝗿𝘃𝗲𝗻𝘁𝗶𝗼𝗻𝘀, starting with poorly functioning eBook markets. 8. Create a 𝗿𝗶𝗴𝗵𝘁 𝗼𝗳 𝗳𝗮𝗶𝗿 𝗮𝗰𝗰𝗲𝘀𝘀 to data and knowledge for research, innovation and education purposes. 𝘊. Facilitate tech transfer and boost innovation by 𝗿𝗲𝗺𝗼𝘃𝗶𝗻𝗴 𝗮𝗿𝘁𝗶𝗳𝗶𝗰𝗶𝗮𝗹 𝗯𝗮𝗿𝗿𝗶𝗲𝗿𝘀 to commercial research, in line with our competitors. 10. 𝗣𝗿𝗼𝗵𝗶𝗯𝗶𝘁 𝗰𝗼𝗻𝘁𝗿𝗮𝗰𝘁 𝗮𝗻𝗱 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝗶𝗰𝗮𝗹 𝗯𝗮𝗿𝗿𝗶𝗲𝗿𝘀 from stopping education and research. 11. 𝗦𝗮𝗳𝗲𝗴𝘂𝗮𝗿𝗱 research and education institutions 𝗳𝗿𝗼𝗺 𝘂𝗻𝗳𝗮𝗶𝗿 𝗰𝗼𝗻𝘁𝗿𝗮𝗰𝘁𝘀 by offering them stronger protection. 12. 🔓🧠 𝙐𝙣𝙡𝙤𝙘𝙠𝙞𝙣𝙜 𝙠𝙣𝙤𝙬𝙡𝙚𝙙𝙜𝙚: 𝘽𝙪𝙡𝙜𝙖𝙧𝙞𝙖 𝙩𝙖𝙠𝙚𝙨 𝙣𝙚𝙭𝙩 𝙨𝙩𝙚𝙥𝙨 𝙞𝙣 𝙊𝙥𝙚𝙣 𝙎𝙘𝙞𝙚𝙣𝙘𝙚 𝙡𝙚𝙜𝙞𝙨𝙡𝙖𝙩𝙞𝙤𝙣 Bulgaria became the 𝗳𝗶𝗿𝘀𝘁 𝗘𝗨 𝗰𝗼𝘂𝗻𝘁𝗿𝘆 𝘁𝗼 𝗶𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁 𝗮 𝗦𝗲𝗰𝗼𝗻𝗱𝗮𝗿𝘆 𝗣𝘂𝗯𝗹𝗶𝘀𝗵𝗶𝗻𝗴 𝗥𝗶𝗴𝗵𝘁 (SPR) 𝗮𝗻𝗱 Secondary Publishing 𝗢𝗯𝗹𝗶𝗴𝗮𝘁𝗶𝗼𝗻 (SPO) in national law. Ana Lazarova, KR21’s national coordinator for Bulgaria, reflects on these developments and how this helps move forward access to knowledge. 🔗 https://lnkd.in/gKFSiYd7 ⚖️ Ana firmly believes that “achieving the goals of open science (...) requires a balanced approach that integrates both SPR and SPO mechanisms, thereby preventing undue burdens on individual researchers and empowering research institutions to uphold open access principles robustly.” ↕️ A 𝘁𝗼𝗽-𝗱𝗼𝘄𝗻 𝗮𝗽𝗽𝗿𝗼𝗮𝗰𝗵 𝗶𝘀 𝗼𝗻𝗲 𝗲𝘀𝘀𝗲𝗻𝘁𝗶𝗮𝗹 𝘀𝘁𝗲𝗽, 𝗯𝘂𝘁 𝗺𝗼𝗿𝗲 𝗶𝘀 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗱, as Ana explains: “It alone will not guarantee the sustainable implementation of open science principles.
