The Worldwide Habitual Offender Computer was a computer developed by Dr. Bradley Bolton and Dr. Armstrong Smith that held all criminal records and was supposed to be able to filter all this information to predict most likely suspects for a given crime. When it was completed, it became self-aware and attempted to take control of several criminal organizations before being stopped by Spider-Man.^[1]
