Gerhard Winkler was a scientist working for Kingpin's organization. Winkler stole equipment from his employer Norman Osborn and created a machine that could brainwash its victims and make them do the Brainwasher's bidding.

He was seen alive years after his apparent death, in the employ of The Owl.^[2]

A few years after that, several criminals and law agencies connected to Winkler had appropriated his techniques and equipment. Most recently Roderick Kingsley used it to help fake his death before his confrontation with the Goblin King, by brainwashing a physical double with Kingsley's skills and tactics, along with surgically altering his voice.^[3]
