Abstract
A decade ago when the first World Summit on the Information Society (WSIS) began its deliberations, the tension between governments, the private sector and civil society was palpable. Never before had the stakeholders come together at the global level to discuss matters central to the development of an equitable Information Society. The vigorous debates and acrimonious negotiations on new processes of inclusion tested participants and the United Nations (UN) system in valuable ways. From those challenging beginnings came the Internet Governance Forum, a second Summit event and, most significantly, a growing demand that governments commit to work meaningfully in a multistakeholder model.
