Unfortunately, there is no solution or workaround to show ads to users who have denied consent. Google Ads is committed to respecting user privacy, and when a user denies consent, it means they do not want their data to be used for advertising purposes. Showing ads to users who have denied consent would violate their privacy and go against Google's policies.
