This workflow run (after applying a workaround for https://github.com/orgs/community/discussions/131594) is broken due to the Dart package manager being unable to connect to the package server over HTTPS, with the following error:

FINE: Wrapped exception: HandshakeException: Handshake error in client (OS Error: 
    | 	CERTIFICATE_VERIFY_FAILED: unable to get local issuer certificate(../../third_party/boringssl/src/ssl/handshake.cc:393))

It appears as though the Windows installation is missing root CA certs, or else they're somewhere non-standard.
