Block toolbar covers block content

The block toolbar covers the top block content, instead of sitting above it. This is not an issue in WP core or the gutenberg plugin that I can replicate outside of the Playground.

This seems to only happen on the Playground with WordPress 6.4.x or any earlier version if Gutenberg is enabled.

If I hide the Toolbar across the top, it fixes the positioning.

Just noting that I'm not seeing this issue when testing the Beta 3 of WordPress 6.5 or the latest version of Gutenberg. (I can still see it on older versions of WordPress, though I don't see that as critical of an issue)

@bacoords it was an issue in one of Gutenberg dependencies. It got resolved in WordPress/gutenberg#58756 (comment) so I'm going to close this one. Also related: WordPress/gutenberg#58001
