Command Palette: when clicking on the template title, open the command palette with "Manage templates" shown as suggestion #63385

While there are larger contextual commands being mapped here #50407, one we can quickly iterate on is adding in a "Browse all templates" suggestion when clicking on the name of the template in the site editor. This helps remove a "blank page" problem and helps folks understand how the command palette works.
