Those buttons are clicked by users as error and there is no alert or explanation about what is the purpose.
Because if you still press them the metabox is moved on the content in the bottom, so you will get some users support request that they can't work because some stuff is missing compared to other users that doesn't have that issue.

As developer I configured that the position for those is the side and they should be still always there.
With gutenberg there is no way to disable that behavior.

Step-by-step reproduction instructions

  • install a plugin with custom metabox
  • press the arrows and move the panel in the content
