[Data Views] Manage All Templates: Pagination links not active/clickable after changing results-per-page

Description

When changing the view details to show less per page than the total number of templates (so paging is needed) the actual pagination dropdown and arrow buttons are not clickable until after returning focus to the main panel/frame.

Step-by-step reproduction instructions

1. Open the Site Editor and go to Templates > Manage all templates
2. Go to the view options button (top right) and change settings to the results shown are less than the total number of templates/
3. Try and use the pagination controls at the bottom of the frame.
