What problem does this address?

The order of the settings Navigation Block in the block inserter might make users believe that the "Open on click" option under "Submenus" affect the Overlay Menu, because it is placed directly after it, when, in fact, it doesn't apply to the Overlay Menu at all:

What is your proposed solution?

Some ideas:

  • Adjust the copy of the Submenus setting to indicate it doesn't apply to the overlay menu
  • Reposition the sections in the UI to make a clearer separation between those two settings
  • Make "Open on click" work in the Overlay Menu

Some users on WordPress.com are also expecting those options to change the behavior of the submenus on mobile.

When the "Show Arrow" option is enabled, I think it should allow users to have collapsed submenus that can be expanded once the arrow is clicked on mobile. Then the "Open on Click" option could work by expanding the submenu when clicked once and redirecting to the parent menu page in case that is also a link. I don't think there is only a UI issue; it is also a UX issue.

We need to have some way to have collapsed menus on mobile. The mobile menu can be very crowded when users have parent menu items with submenus. Having this working on mobile, too, could be beneficial.
