Gotham Reborn is a project developed by Bruce Wayne to rebuild Arkham City and reintegrate it into Gotham City.

Before Arkham Asylum Incident[]
Bruce Wayne began working on the project prior to the start of Batman: Arkham Asylum.
Before Arkham Knight Incident[]
The project began after both The Joker's death and the closing of Arkham City. Bruce Wayne wanted to use North Gotham and re-connect it to Gotham City. He gathered some of the finest minds to help reconstruct the former prison into a new and welcoming place to live and start businesses. Wayne also had plans to reinvigorate the rest of Gotham City by introducing changes such as making Police Commissioner Gordon the new mayor. Wayne hopes others will donate to help the project and give Gotham a brighter future.

It is unknown what happened to the project after the "death" of Bruce Wayne.
Gordon became the new mayor of the city as seen on the Full Knightfall Protocol ending and the GCPD Lockdown DLC.
